Howard Whitton. Following a career as a public servant in Australia, Howard has worked since 1999 in 11 countries as a specialist consultant on Public Sector Ethics, Conflict of Interest, Whistleblower Protection, institutional integrity systems, ethics codes, disciplinary investigations, and training/capacity-building in 'Ethical Competence', both for public services and international organisations. After completing a three-year term at the OECD's Public Governance and Territorial Development Directorate in Paris, Howard was asked to serve as one of two independent specialists helping to establish the new Ethics Office for the UN Secretariat. Since 2006 Howard has been Team Leader on various Ethics / Integrity /Anti-corruption capacity-building projects for national governments, UN specialist agencies, and international NGOs.

 Dr Cameron Hazlehurst FRSL FRHistS, the editor and publisher of the original ‘Public Sector Ethics Resource Series’ (see http://www.ethicslearn.net ), is a distinguished scholar and former senior public servant. He has held fellowships at Nuffield College and the Queen’s College Oxford, and the Institute of Advanced Studies at the Australian National University. He served the Whitlam government as an Assistant Secretary in the Department of Urban and Regional Development; was a First Assistant Secretary in the Department of Communications, and National Campaign Director, AIDS Information and Education, during the Hawke administration. More recently he has undertaken consultancies for federal and state agencies on government communication, justice programs for indigenous communities, and chemicals and health, and chaired advisory groups on agricultural chemical regulation and radiation safety. His publications include studies of Australian public administration, the ethics of government communication programs, and modern British and Australian political history.

Mr Peter Bridgman. Qualified as a lawyer and psychologist, Peter is a specialist in public sector capacity building; legislative review; policy design and implementation; and Ethics reform. He has held various positions at Deputy Director-General level in the Queensland Departments of Premier and Cabinet, Arts, and Education, and served as long-term Corporate Counsel in the Department of Primary Industries. Recent Australian consulting work in areas such as Water Management (institutional management); environmental management; biosecurity; and child protection. Peter is also increasingly involved in private sector governance improvement work.

Mr David Wilson. David is a Veterinarian with many years experience in the Australian Department of Agriculture (import/export policies and procedures). Most recently he worked in the Paris-based World Organisation for Animal Health (OIE), with senior responsibility for international animal health and welfare standards, and the provision of scientific advice to Member Countries. David is particularly interested in enhancing the capacity of developing countries to plan and implement integrity measures against disease incursions, and to understand the ethics, rights and obligations associated with the international movement of animals and animal products, so they may participate more fully in trade. David is a certified OIE evaluator of veterinary services.

Mr David Hawkes. David Hawkes held the position of Commissioner for Public Employment in the Northern Territory of Australia for thirteen years. He had previously held a similar position in Tasmania for five years. His earlier career was in industrial relations as a senior union official in Tasmania, Papua New Guinea, and the Australian Public Service. Since 2001 he has worked as Project Director/Strategic Adviser on a number of AusAID funded public sector reform projects in several South Pacific countries. His particular areas of interest and expertise include governance, institutional strengthening, executive and leadership development, HRM policy and practice, industrial relations, and ethics and accountability.

 Mr Ben Buckland. Ben is a Geneva-based researcher. He has worked on corruption issues for the Department of Political Science at The University of Melbourne, Integrity Management and Programmes for Accountability and Transparency (IMPACT), The Center for Applied Studies in International Negotiation (CASIN) and the Geneva Center for the Democratic Control of Armed Forces (DCAF). He holds a Masters in International Affairs from the Institut Universitaire de Hautes Etudes Internationales (HEI) in Geneva.

 Mr Constantine Palicarsky, is a former Secretary of the Bulgarian Anti-Corruption Commission, advisor to the Vice Prime Minister and to two Ministers of Public Administration in Bulgaria. He managed and coordinated the work of the Council of Ministers Anti-corruption Commission in Bulgaria in the period 2003-2005. Currently Mr. Palicarsky works as a consultant for a number of international organizations and NGOs on issues such as Institution building, anti-corruption, training and curriculum development, technical assistance provision in Europe, Africa, MENA, Central and South East Asia and the Caucasus region.

 Mr Jonathan Smith works as a consultant in over 35 countries in programs funded by USAID, DFID, DANIDA, World Bank, Asia & Africa Development Banks, UNDP and others. Jonathan’s professional activities have been in both the private sector, in markets intelligence, international trade and market development; and in a mix of  public sector programs, designing transparent, performance-/merit-based systems. Prior to 1985, Jonathan worked 15 years for international programs of large US banking, aerospace and computer corporations in Mexico, France, Iran and Saudi Arabia. Jonathan’s consulting services include change leadership; business process reengineering; change & performance management; HR performance management and evaluation. In addition to his native English, Jonathan works in French and Spanish.

 Mr Francis Montil. Born France, Francis migrated to Australia in 1967, and spent best part of 15 years as a police officer, before joining the national Security organisation. In that role he conducted counter-espionage and counter-terrorism operations for ten years in the Middle East and Africa. Francis was then called in to serve in the UN Secretariat as Deputy Director of Investigations for the Office of Internal Oversight Services, in New York and Vienna, before returning to Australia in 2006 to work with the ICAC in Sydney. Francis is currently working as an expert consultant in connection with the ongoing investigation into the Australian Wheat Board's dealings with the UN Oil for Food Program. Francis holds a Bachelor of Business degree, and Bachelor and Master of Laws from Sydney University.
